Unpack the archive in a temporary folder. Install the rwp package with TS' Utilities.exe program, or simply open the rwp file with 7zip, and paste or drag the Assets folder to your Railworks folder.

You will find the item in the People, Animals & Vehicles tab in the Railworks editor under your local Big J folder in providers.
