Honestly, I think the yearly upgrade is what preventing them from putting forth anything meaningful. If the AI, Dispatch, Physics, and Multiplayer are all related to the core game engine and requires more work on it than what can be done in a year...then skip the upgrade for a year, take a couple of years to really get into the TS engine and work on something that the community actually wants.
