Cool Marquee thingy going across the top now

This forum software stuff is a bit difficult to work with. There's so many different files that I need to look in to find exactly where I need to make changes.

If I made that possible you would miss the rest of the File Library.

I'm working on one for the main page of the website though. Here's a preliminary test page for it. http://railworksamerica.com/index-test.html
With this one I can include links to the page where the new file is (there's no reason to take you directly to the file download itself because new files would be at the top of the page anyway, but it is possible). The one above is a different script and won't allow links.
I'm not sure I can use the script I'm working with on the website main page in the forum because of the forum software architecture.
