I think you just make a scenario and you select Winter as the season.
For added realism, you can add winter textures on your assets as needed. They will only show up when the WInter season is selected.

You can try a summer scenario and a winter scenario for Donner Pass and compare the results. Notice how the SD40-2Ts have snow on them in winter.

Best bet is to finish your route as a summer route, then switch to winter in scenario editor and find everything that needs to be fixed, like certain textures, foliage, some buildings. 95% already has winter textures, so it's not a big job. Then you might like to consider adding snow piles etc... You may even like to be the first to make a snowman that only appears in winter *!!wink!!* .
