Is the sky still washed out like before? And is there a way to turn reshade off now?

I like the reshade mod because it lets you add some color saturation. The normal game lacks intensity, it's all in shades of grey for me (50 shades?). But I turned it off because it made menus unreadable, and I don't have time to fiddle with it.
The weather mod stays on.

I'm using the TS17 preset found here: https://reshade.me/presets and it looks amazing. It will take a 5fps hit though.
Specs: i3 550 3.2Ghz, 4GB DDR3 RAM, Radeon HD 5770

Not sure how to understand this:
SweetFX will lower the game's FPS by about 10. The good part is that the lighting doesn't use as much CPU usage as the default lighting made by Dovetail Games uses.

for example pacific surfliner normal FPS 40 or higher ( depends on where i am ) with reshade mod 20
