Why do i have to keep installing .ap files?

What am I doing wrong or forgot to do? My .ap files constantly have to be reinstalled.

They don't have to be unpacked to work. I'm not sure what your problem is.

What issue?
.ap files don't need to be "installed".
You need to unpack them only if you want to modify some files inside.
If you mean that the unpacked files mysteriously disappear, this is caused by a TS update through Steam.
It doesn't happen at every update though.
