Routes:
1. Northern Pacific, Seattle to Portland, circa 1970. This was a shared route that included the NP, GN, SP&S, UP, Milw, and later the BN and Amtrak. Also featured a spur-line for the Weyerhaeuser woods railroad from vicinity of Mt St Helens (Camp Baker) to their big mill in Longview, WA. It crossed the NP mainline and Cowlitz river via a timber trestle at Rocky Point near Kelso, WA. The Columbia and Cowlitz railway also shared trackage with Weyerhaeuser. Obviously this route would cater to a large variety of rolling stock and motive power. Of course this route would probably encounter the BN copyright issues, and even those two short-lines are still in business (AFAIK). But if the routes do not include any logo'd rolling stock (only terrain and un-named buildings)...(?).
2. Another vote for the Milwaukee electrified, western Montana to Idaho. Would open the market for some additional electric locomotives, and perhaps a full package for the Olympian Hiawatha (steam and diesel). They are definitely out of business, so maybe there wouldn't be so many potential conflicts with copyrights, other than museums and associations (?).
Rolling stock:
1. A plain old fashioned UTLX tank car, circa 40's-50's.
Locos:
1. Another vote for the FA1, PA1, and anything from the Alco Century series. And perhaps the Canadian Royal Hudson with consist, and a Pennsylvania T-1 Duplex. I'm a Pacific Northwest fan, but I'd buy those last two just to look at them.
