The main advice in cases like this is probably to use Steam's "Verify Local Files" feature, which can be painful though if you have installed some mods that overwrite DTG content (sound or physics packs and the like).
So if you want to check your route manually instead, the Springfield Line lives in the folder
...Steam\SteamApps\common\RailWorks\Content\Routes\c427bd51-0f8f-4edb-948b-e9b5ceadd48f\
The terrain painting tiles are in the MixMap folder, which should consist of 1,381 bin files totaling around 129 MB.
The textures and texturing blueprint can be found in
...Steam\SteamApps\common\RailWorks\Assets\VNHRR\Springfield\Environment\Terrain\
Blueprint is called Texturing.bin (20.5 kB) and there should around 52 MB of texture files in four subfolders called Fields, Flora, Misc and Textures.


I went into steam unchecked that one route so it would uninstall it then removed any left over files re downloaded the route in steam opened it in game and still have no ground textures.
