I believe I got the update with the free TS2016 before I purchased to get the Turbine. You should notice more clutter as you leave Cheyenne. If memory serves these pine trees weren't there before the update either. There is a lot more long grass and such as you get out into the country also I believe.

Another way to check is to look at the file dates in your Railworks folder for Sherman Hill.
