Again, I'm new to this route building. Is there a way to change switch stands on US Rail or Rail US from the lever to a lever with the red or green target?

Assuming you are using ScaleRail?
If so, here is a post regarding how to change the stand.

If you're using the default track with the game, I don't believe you can change the stand.

You can ... but it's a much more involved process and many steps are prone to error, general mayhem & risk being overwritten.
