how to get complete snow-covered ground

I can't find any weather that gives one a completely snow-covered ground. All I can get is some wimpy partial snow cover as in the screenshot, leaving the track ballast like a white ribbon. What's the secret to getting full snow cover?

I'm guessing now that it has nothing to do with 'weather' but season. And since I chose the San Bernadino-Barstow route as my route template, the winter ground cover is sparse snow - is that right?

Correct. If you want it all snow you need to replace the winter texture set for your route. I talk about it briefly here:

However I was trying to do the reverse, since there is no snow on my route.

Thanks for the info.

So if I want the snow to go right up to the track, I should substitute a winter snow texture for whatever texture I have used to represent ballast?
