Perhaps new members can be put on post-approval for the first couple of posts. Was almost 10 years ago since I was a php programmer and phpbb admin. But it was possible.

Perhaps since you know so much about everything you can tell us how when the first two posts have to be approved by a moderator that these Russian hackers are getting their posts on here without approval even though it's their first post?

Might be a good Q for the phpbb help forums, lots of knowledge around there and I always found them very helpful. My knowledge of php and phpbb is not at all up to date anymore. Those days (lasted 2 decades) are behind me, was tough, always people whining about something :-)

Only thing I can come up with at the moment (kind of an open door) is that this spammer was already registered before you implemented those anti spam post approval rules for the new registered users.
