Hi Dave,
To begin, I'm going to presume the problem is on your end, rather than the developer; but I'll get to them later.
I see in your specs that you have an HP, so like many "store-bought" pc's, it likely shipped with a pre-installed operating system which may have a few underlying settings that might prohibit some functionality.
Try this: Locate the 64 bit exe file in the RW root folder, right click on it and in the resulting context menu, left click on "run as administrator".
If this is successful, then return to the 64 bit exe, right click and select properties; select the "Compatibility" tab and check the box for "run the program as an administrator".
If this fails, then I would suspect there is some sort of corruption with the 64 bit exe, since the 32 bit exe is fully functional.
I hesitate to ask this because it's so obvious; but do you have any backups that you could replace (overwrite) your 64 bit exe with? (make a copy of the original first). Even if it's an older version and it works, you should be able to do a "file verification" in the Steam menu in order to update it. In fact, you might try doing a "file verify" before proceeding with anything else. Lastly, there is the dreaded re installation routine, but I think that's too extreme to consider at this point; at least until you've given other folks some time to see your post and offer their solutions or ideas.
Other than that, I'm at a loss, other than suspecting it may be something with the exe in the update. I have not applied the update yet, but after browsing the forums, I've read some accounts of incompatibilities with dlc's and such. If there is something the updated exe doesn't like about you OS, then I would wait for the developers to get things fixed and run 32 bit in the meantime. Be sure to submit a support ticket so the developers are aware of your situation.
