Stevens Pass junctions

I am starting work on a new route and having some problems with the Stevens Pass track. I have created a Track Rule that uses the Stevens Pass tracks and I replaced the manual junctions with the ones from PennCoal. The new junctions do not show in the editor. The turnout is normal in all other ways, just no visible switchstand. I have replaced switchstands and motors on other routes and have never had this problem. Any ideas?
