Okay i just deleted the game now should i install it under E drive or keep it at C then move it?

If you grab a game then you should never have to install it to one location and then move it to another, just tell Steam (through settings) where you want all future downloads to go then start the download of TS2017.

Since you have deleted the game the simplest thing to do is to change the location of all future installs by Steam. This will leave all old games on your C drive, if you have any, and put all new games on your E drive. If you have any other games this might be the easiest way to go. Considering that you have deleted TS2017 already and If you do not have any other games besides TS2017 than the simplest and least screw-up prone method would be to delete Steam altogether and re-install it, specifying during the install which drive you want it on, this way there will be no trace of Steam on your C drive. You can also do this by moving Steam after deleting all but 2 folders but this could take a very long time if you have several or more games, which is why I pointed out that if TS2017 was your only game on Steam then it may be less painful to delete Steam and re-install on the E drive.

It bothers me that you wound up initially with two folders;

Steam
and
Steam Games

Is the Steam Games folder location something you typed in manually in Steam Settings when you initially moved everything over to E or did you just create the folder first before moving things over? Did you move the entire Steam folder from C to E without deleting all the sub-folders except Steamapps and Userdata? This would be important since moving all of those other folders intact would not have changed the registry settings... by deleting all the other sub-folders aside from Steamapps and Userdata first and then moving Steam forces a rebuild of all those sub-folders once you restart Steam for the first time from a new drive, which would update the registry.

It's a bit of a mystery how you wound up with that folder structure. If it were me, considering that I have a fast internet connection, and also taking into account that the only other game you mentioned having is TSW then I think I would delete everything and install Steam, fresh onto the E drive and then reacquire TSW and TS2017. But then again, I don't have that much 3rd party/Workshop/Mods stuff to worry about and I don't really care about whatever might be in the Userdata folder.

The only one who can make that judgement is you, but considering that you first posted this about 3 weeks ago, with no resolution up to this point, then taking a day to start off fresh doesn't seem like a huge imposition in light of the time you have been without TS2017. Check out the link I posted in the reply above this one... read it twice before doing anything and then forge ahead.
