Okay, I did install the RWP but I didn't have any locomotives in-game. Do I need to do anything else to the rwp or files?

ETC, if you have 7zip, then rught click on the zipped file, drag the RWP out of the file, then go into utilities in the Railworks folder, open that, find the RWP, click install, then click refresh.
