They work fine. One note is, the NJCL does not have too many General Signals Type 1 E-Bells, they mostly use mechanical bells.

This was the problem I ran into, the crossing signals a) bell doesn't stop when the gates are down b) all have e bells

Some of the crossings have mechanical bells if you noticed. Meanwhile, the easiest solution is to just swap the sound files.

Somebody more knowledgeable than me about bells want to look in the folder and see what we are looking at. There is a digitalBell.bin and then there is a xingbell, bin. What should we do now to get this to work? At least that's what my folder looks like.

Those bin files point to their respective proxyxml files in the same folder.

I understand that but Not being as knowledgeable as you about bells I don't know which one you would consider to be authentic much less what to do to get the proper bell on these things.

It varies per route as those assets were designed for general usage on modern era routes.

EDIT: did a Long Branch-Bay Head run (https://youtu.be/msf76chHP7A) and I managed to find a number of lights (esp. those around Point Pleasant) that were floating and lacked poles.

I had a chance to run this tonight and the crossing signals really add a lot to the route. Only thing I found besides the E-Bell/Mechanical Bell problem was some floating lights, especially around Point Pleasant as noted above.

Must be a missing scenery Item, I used an RCAP pole for those lights so you aren't missing any assets.
