Start with your dynamic brakes, go to a maximum of DB4 to begin with and let your train bunch up. If still gaining speed, take a minimum brake reduction and wait for the train to equalize.
Modulate the dynamic brake accordingly to maintain speed the best you can, if the minimum set is too much, don't release it, simply come out of DB and pull the train down the rest of the way until you can safely release the brakes.
