I don't own that particular route, but it has been a problem with open top hoppers and low side gondolas for years. Those cars typically don't load the engines on a hill properly either.
Typically the train will act very heavy on start from a dead stop, but fly uphill like there is a minus weight figure. It's why I avoid scenarios with loaded hoppers and gondolas, like unit coal trains.
What's puzzling me, is that the hoppers you are describing are closed top? If so they don't usually suffer that bug. It's usually the open top cars.
