It's been a while since I was an avid cyclist, but I seem to remember USCF as being the United States Cycling Federation. Evidently they had their big annual event in Altoona that year. That would have been challenging territory for such an event.
Phil is correct, two units a SD40-2 number 6373 that was generally used in Helper service on Horseshoe curve and a SD50 number 6727 were painted to celebrate Altoona being selected as the 1992 USCF Olympic Road trails location. I was able to photograph the 6373 at Gallitzin and East Conway.

Microscale made both "HO" and "N" scale decals for these units.
Here is another Conrail paint scheme I thought was a very nice way of saying thank you. I photographed the Yellow Ribbon unit, engine number 6707 at Rochester (West Conway)
