I was doing some tinkering around re-painting the Default SD-40, and ran across some Textures SD40-2XXXX_COLB. I was wondering what purpose do they serve? Also if this is the wrong thread to post this, I apologize...

The reason the separate texture sets are probably in the same folder was to make it easier when cloning the model. Then it's simpler to assign the respective paint schemes and change the names in the geopcDx as most of the folder directory stays the same.
There is only one geopcdx shown in the folder so as long as you are using a copy of the default folder to base your repaint in there should be no worries about getting the correct geopcDx that references the textures for the colb set.
Just make sure you keep the repainted textures the same name as they originally were so the geopcDx can reference them. If you change the name of the texture then you will have to edit the geopcDx so it knows what to look for.
