I used the MRL as a example. These lines need to read exactly like this only putting in whatever you are using in place of MRL my folder being named MRL. They are about 3/4 of the way down the file.

I've used logmate several times to see exactly what was broken/missing/etc. I was able to locate the issue in probably 75% of the cases, so it can definitely help.
Open the Steam desktop app, go to Library, and right click on Train Sim. You should see a "Properties" entry - click on that.
Use the Launch Parameters (I think) button, and add -LogMate to the command line of TS.
Then, (re) start TS - you should get an extra window that will show logging messages.
Now, open a scenario, and try to place your wagon. See if there were any messages about missing files, etc.
If you don't see the log window when you re-start TS, then google "rw logmate steam" as I might have gotten a detail or two wrong above.
Note that you can also add different parameters to -LogMate, so that there aren't so many irrelevant log messages for what you are doing.
