they come as rolling stock for DLC packages off of steam like in Marias Pass and the BN/BNSF SD40-2 addon and others.

So they come with the BN SD40 pack meaning I could save money from not buying the route?

Simply put: yes. I did the same thing with the California Zephyr when I bought it months before I actually owned Donner Pass.
