Is there a Amtrak Phase I repaint for the P42 with the arrow.

There is, and the package it came in included what I would consider the best baggage car made for RW using the Challenger DLC rolling stock. Unfortunately, the creator removed it from the library.

Yes, someone repainted the P42 in Phase 1 anny colors, and included in the package is a repaint of the IHH Challenger baggage car in Phase IVb.
