Requesting guidance

I would like to drop the volume of the horn inside the cab only on a few of my locomotives. Is there a way to accomplish this? I thought I found the correct xml file and made a change from 1.00000 to 0.50000 and it made no difference. I would certainly appreciate it if someone knew if this can be done and how.
