Having trouble sizing an object to correct scale

Ive recently been creating some models for RW, and i've been using the meters System, but for some reason, the model is bigger than it should be, I have the correct dimensions, but in game its bigger than they should be.

I know that but anything less than 1m would be in decimals. Right?

Yes, but it's easier to set the scale in options so that the transform window doesn't display mm or cm, only raw numbers - i.e. 0.3048, 1.016, etc.
