Repainting Child Object

Is it possible to repaint a child object? Specifically the banner on the SD40-2 United Way. I can't seem to find a TgPcDx file for it.

The texture is named "cartel" or "cartelfront". You can edit it with RSBin Tool, DXTBmp, and Photoshop (or similar).

Thanks for the quick responce Harry. When I open it it's just a blue square. Thanks for pointing me in the right direction.

The color is in the texture layer and the artwork is in the alpha channel. RSBin Tool will convert the texture to a DDS file. DXTBmp will allow you to open and edit the texture and alpha separately in your editing software. I use Photoshop to edit both the color texture and the alpha channel, then reverse the process.
