Verifying TS 2022 Steam Files

When you run Steam Verify what happens exactly? From the various forum questions and answers it "seems" like Steam only looks at Steam files not repaints, non-steam models, etc. But Steam will overwrite any file that has been replaced by a mod file. Is this all correct?
Finally, I've unpacked all of the .ap files (but kept the originals) so that packed models can be repainted and RW Tools can see the files it needs to see to edit scenarios, consists,etc. Will all these unpacked folders remain or does verify delete them?

As long as you keep the original .ap files on TS. Someone on the DTG forums unpacked all the .ap files and removed the original .ap files to save space and one day when he started TS he had about a 32 GB download. What happened was Steam had noticed that he had done this so downloaded all the .ap files he had removed so even if you don't run a Steam verification Steam sometimes checks on startup that your files are the same as on the steam server for TS. This only takes a matter of seconds and you would probably not notice it happening.

Thanks for the responses. I don't think I need to mess with the reinstall ap because I don't modify original files. I only add new repaint and model files that Steam won't try to verify.
