The easiest way would be to create three copies of your Railworks folder and to split the Content folder over separate installations, but that would mean you have many duplicated assets, unless you split your asset collection too.
I have carefully split my Assets folders over 3 installations, UK, USA and Europe/RoW to keep waste to its minimum. Esp with freeware routes which sometimes only use a handful of assets from a 1GB provider folder, I copied only those particular assets.
This also helps to keep the Quick Drive menu neat and tidy, no UK steam locomotives or German electrics in your USA diesel locomotive selection.
I have looked into using Windows symbolic links and a simple script to have a bare minimum install of the game use three different Content folders on one big Assets folder, but so far gotten no satisfactory results.
There are several tools which allow you to selectively load only certain routes from the Content folder, StoreThem I believe is one of them.
Packing your Assets folder into .ap files per Provider/Collection helps a bit in loading times when you select the scenario you want to play, using the new -fastload option.
