Shouldn't the inbuilt Steam back up and restore function take care of this? I'd also recommend copying the entire Steam folder, and virtually everything on your PC's hard drive, unless you intend to use the same drive.
In my opinion, it is a waste of money to buy a new PC off the shelf. I tend to replace parts, towers etc when warranted, not everything in one hit. Can be very financially burdensome when you've just spent $600 replacing other parts.
Please taken into account what you are replacing, and what does not need to be replaced. Sure, some PC stores might offer discounts, but you can save money by being stringent before committing. I don't think that I have bought a new PC in over 9 years.
Think of it as buying a new car when the gearbox gives up on a 7 year old one. It is a personal choice.
