Were iced reefers loaded with blocks of ice before or after loading with perishable items?

Both as far as I know.
Trains were re-iced frequently on long trips as well.
The bunkers are separated from the commodities by bunkers.
But perhaps there are experts with more information.

They were almost always pre-iced to cool them before the perishables were loaded.

Gotcha. Thanks for the replies. Just wanted to get the movements correct.
Move the empty iced reefers with the hatches closed from the icing platform to the yard and don't let them sit in the yard too long before moving them to the customer's dock to be loaded with fruit.
