I question about departure times.

I know it's probably a stupid question, but is there any possible way to alter starting times WITHOUT having to re-start, running the scenario? Maybe a trick that RW_tools can do? Anything?

Yes you can do that in the timetable section. Find a train that you want to change time, you can change the time from that train. But be very careful, changing time could mess up the route as long is not under red X then you should be fine.

The whole point of me asking this, is so I do not have to use the editor. It ruins all the progress I have made in the scenario testing.
