Peculiar points/signal combination in Carlisle Freight Yard

Whilst working on a freight scenario for the recently released Settle to Carlisle route from RSC, I've run into a couple of very stubborn assets in the Carlisle Freight Yard. Here's a screenshot of what happens when my player train approaches the troublesome place, where either the switch or the signal -- perhaps both -- is designated as E388, attempting to reach Carlisle Freight Siding 1:

My first action is to try to change the switch (excuse me for speaking American), which results in a "locked" error that references an AI train that previously departed the yard and is by this time several signal blocks away toward Carlisle. I also politely ask permission to pass the red signal at E388, but the "dispatcher" gives me the raspberry in the form of a denial error.

Am I stuck? Is the scenario rapidly spiraling down the proverbial pipes? Actually, no ... but some unorthodox action is required: I save the scenario, exit the scenario, resume the scenario and ... lo and behold! ... the signal is suddenly green and the switch's lock has vanished. The same routine has to be followed again later, when I try to exit the yard onto the main line. A similar problem occurs at two other locations up the line toward Settle. In fact, for this scenario at least the traditional 3-finger salute (Ctrl + Alt + Delete) has been replaced by a new triad: save + quit + resume.

Perhaps this is the equivalent of bribing the yard controller?
