How to place an object, just for a scenario?(solved)

I thought placing objects like workers, trucks etc in a scenario would be as simple as being in the scenario editor and placing the objects. I reasoned that the objects would only appear in the particular scenario, but they are appearing in all scenarios.

Is there something I don't know about, like a box that must be checked in a window?

I was in the scenario editor. I had just tweeked an AI train start time for a train in Donner Pass Oil Cans part 2 and flew to to the location near Tunnel 41 to place some equipment and workers.

I just figured out what went wrong...

When I was in the scenario editor, I clicked on the little house icon and it switched me to the world editor.
When placing objects in a scenario only, a person has to click on the little head icon for people and vehicles.
