I suppose you still have to switch from the scenario editor to the route editor for that to work?

The answer my friends is that the object itself determines whether it will show up in the scenario or not. (someone basically said that already)
I've tried placing objects in the scenario editor and had them show up in the route (I think I hit World Editor then) and I've also placed persons which only showed up in the scenario.
I haven't done that for awhile, but if I remember correctly, basically, if you stay in the scenario editor and don't move to the World Editor, the only things that should show up for placement will be the scenario capable items. That's usually limited to vehicles and figures.
Trees buildings and other assets are usually route items. Some assets are partially scenario oriented. Some grasses on Donner Pass for instance, won't show up during certain seasons like winter, which is a scenario selected item.
So if you only want items for a scenario, don't hit "World Editor" or "Route Editor" at any time.
