Placing a check box in any of the scaling factors simply adds a new resolution into the list of available resolutions on your PC. Let's say your display's native resolution was 2560x1440. Your monitor cannot display any more pixels than that, but if you placed a check box in DSR factor 1.50x, you will now be able to choose 3840x2160 as a resolution in your games/desktop. What this does is make the video card render everything at 3840x2160 and then "down sample" it to 2560x1440. It's sort of like a really aggressive (and power hungry) form of anti aliasing.
However if you don't actually choose the new resolution in your game(s), then everything will be exactly the same as before.
