RCAP USS Searchlight signal 1H not appearing

When I put down a 1-head USS Searchlight signal from RCAP, it's icon does not show up in the 2D map, and when i click on it, instead of being presented with the usual signal dialog, I only get a speed limit box. The signal works fine, but it is annoying that it will not show up in the 2D map and I can't use any of the signal functions like Approach Control, Limited Aspect, or Identity. It has the GUI of a speed limit sign. Is there any way I can fix this?

P.S. This also applies to every variant except the dwarf signals.
