I want to try out making some custom assets and I am unable to afford either of the programs. Was wondering what some alternate programs are that you think work well.

Blender and sketchUp are both widely used most like Blender. Gimp would be the most widely used free alternative to Photoshop as well as Paint.Net .

Alternate for 3DS Max is Blender.
Blender to Train Simulator Plugin is available here - http://jujumatic.free.fr
This plugin works with 2.79b version of Blender currently.
Alternate to Photoshop is GIMP.
Both Blender and GIMP are now matured software and are opensource. !*brav*!
I use Blender and GIMP. !!howdy!!
