When you place assets in the world editor, each asset gets assigned a 'level of detail' value between 1 and 10. Assets with a 10 will be visible in game for everyone, regardless of how low their graphics settings are. An asset with a 1 will only appear in game to users with their TS graphics at the highest setting.
The idea is to make the graphics load easier for users who have to run on minimum settings.
I'm fairly certain that this is what you are experiencing. It's not that the assets are not being saved, it's that they have an LOD setting that doesn't show up with your current video settings.
You can manually change this setting by highlighting and double clicking on an asset. A box will pop up where you can change the value. If you are placing many of the same asset, I would suggest placing one, change its value, then copy and paste that asset to place more.
In the world editor there is a orange colored slider in a box on the lower left side of your console where you can see what assets are visible at what levels of detail. Slide the orange slider all the way to the right, and all of the assets you thought weren't saved should appear.
