Signal Indication

I'm installing NORAC SafeTrain signals from Pikehkr on my Modern HSC route and I'm having an issue getting the proper signal indication to display. Even though I'm adjusting the speed for some links to 15MPH, the only thing that is being displayed for a diverging route is Medium clear. Anyone know what I might be doing wrong?

Do you have screenshots of what isn't displaying correctly?
