Somehow I missed this downloading, but now the game is at build 475.
Where is the change log?

There's an article on Steam but it's already nine days old. But it's probably the same update you are referring to:

I got my build numbers mixed up.
Build 466 coincided with the release of LIRR DLC and included bug fixes per that article.
Build 475 coincides with the release of the Class 33 DLC and includes only compatibility features, unless a change log proves otherwise.
(Like making the GP40-2 scenarios work properly again)
DTG failed to provide a manual to the Class 33 DLC apparently.
For the LIRR DLC a time table and signalling guide are available at Railsim.fr, as DTG didn't provide those either:

Providing comprehensive and thorough documentation is a tricky subject with electronic downloads.
These documents cost money and 99% of the players don't read them anyway, not beforehand at least.
On the consoles, they are sort of useless as there is no means to read them.
DTG provides hands on tutorials instead on how to start up and operate the locomotive in basics.
Should they provide a detailed reconnaissance run of the entire route end-to-end explaining the signals, speed limits, operational procedures at station stops, grade crossings, perhaps even pointing out landmarks?

Familiarization trips are a quintessential part of railroading no matter what country you're in, and absolutely necessary. The fact they don't have any sort of cringe inducing tutorial highlighting this is is pretty shameful.

Now the community can step in and provide the documentation and videos, which some people do with pleasure :-)

Pretty much what we rely on for our products because that takes time away from development of future products.
