A bit of an interesting thing being done here -

For the next six months following launch, Dovetail Games will be offering a series of free add-ons at the start of each month, commencing October 2015. Players will need to have bought TS2016 and registered themselves before the launch of each add-on in order to be eligible to receive it. All add-ons released as part of this offer will be related to content included in TS2016.

My guess is it'll be older content, but still a nice gesture for people who buy in early.

The way I'm reading that is, no, we previous owners won't be included.
At least they seem to have left the user interface virtually unchanged this year.

Which brings me back to about six pages ago or so when I asked if anyone knew what this was going to cost and never got an answer?

I don't think DTG announces prices until the item has its Store page.

Don't get how exactly why people need the TS2016 contents - not everyone is willing to pay full price to acquire all the content. Hell, I would wait for a sale, hopefully the TS2016 Steam Subs will be on sale to attract more buyers.

I think that is exactly the point. DTG likely realizes that less people are going to purchase TS2016 vs getting the TS2016 update. By making this content 'free' to those who purchase TS2016 only, DTG is hoping to increase the perceived value of buying TS2016.

No. This is from a different company. When you purchase something from GMG you get a steam code however, I've purchased dlc from them because its cheaper before.

I took the plunge and bought from greenmangaming. $30.80 US. Hopefully i actually end up saving money - the exchange rate for Canadian $ is pretty rough right now. Every time I have used Greenmangaming I have saved money so hopefully that will be the case this time lol.
