My utilites application keeps giving me errors any help?

My utilites application keeps giving me a NETFRAME box everytime. I had rwdecal and rwtool but I deleted them and had to restart my computer back to factory form because of my internet kept getting slow. (works now) but when I wanted to upload a JBHunt pack in railworks file. But I got the box everytime even when I uninstalled and reinstalled the game. Any help would be nice.
CPU- Ryzen 7 3700x
Ram- Corsair RGB Vengeance 32 GB 3600mhz
GPU- Evga RTX 3080 FTW3
SSD- Samsung 860 evo 500GB
HDD- Hitachi 1TB

I think you need to install .Net 3.5.
