How do install online addons into Train Simulator 2013?

If you are asking about the Package Manager there is an app in the Steam/steamapps/Common/railworks
called Utilities double click when it opens you will find the Package manager just as with 2012

I right clicked that Utilities folder and made a shortcut to the Desktop. *!!wink!!*

It is not a FOLDER. It is a program file Utilities.exe. Right click on it and make a shortcut for your desktop.
