Mike, the programs and other "stuff" are store on the hard drive. The RAM memory (the 16Gb) . The hard drive was what you should have gone after.

Ouch! Losing that 16G data chip is a tough one!

The good news is that the 2013 will cost you nothing and your Steam account is intact. I won't say anything about info lost......you know.

Mike, there is a neat little performance setting in that laptop. Go to Control Panel (click on the Start button) Click on Performance Information and Tools. Click on Adjust Power settings. Click on show additional plans. tick the High Performance plan. There may also be a setting that only allows that when running on AC power. You will use the battery faster. If you will be using the laptop mobile lot, should probably leave it in power saver mode.
