RW Decals?

Would someone be so kind as to tell me how a person goes about making a "decal" to use in a Texture folder for a train car?
Such as the one's I see that are included with some of the RSC Payware Models.
I see them popping up more, all the time, after searching I do not see much, if any, info about creating one.

If you find the answer, let me know too. My best answer is to create a 3d box and delete all but one side. You can edit the asset's .bin file to place the decal in the correct location. I haven't found any technical docs to detail the process.

This is how I had to do it when MadMike and I superdetail a model. If you were building the model (like in 3DC) then you would not have to add it to the BIN since the flat panel would already be part of the model. This is recommended method of making the primary and secondary number textures.
