You do not have to be connected to Steam to play. The pc at home doesn't even have an internet connection. Start Steam first and set to start in offline mode. Steam may restart and then you can start RW and away you go.
I have RW installed on my office pc, purely for updating and DLC purchasing. When I am ready, I will start, go online and update or buy. When finished, go offline and I then copy the SteamApps folder, take it home and copy it into the version there. (it will only update the RW core or Steam purchased DLC) The version actually played on is then up to date and doesn't need to be communicating with Steam at all... This is what i have done with the 11.0b update today. DLC from "non-Steam" vendors etc, I just download the file to a thumb drive and install in the home version
(now if I can just get the last DLC purchased, the K4's to run, all will be good)
