Can someone confirm something for me. Has RS produced any CP DLC? I can't think of any off the top of my head. Does anyone have any idea why? I'm assuming that it is maybe a licensing issue? (Which is also perhaps why we haven't seen any routes from Canada from RS)?

I suspect why we haven't seen any CSX DLC also. Companies said 'nope' to a license. And or they wanted a crazy amount of $$$.

There's a couple of "Canadian National Locomotives" as DLC for RailWorks.
If you get Rich's "Fort Kent" route they come with it:

Or separately here:

and here:

And, there's a Canadian one in the SW1500 Switcher Addon too which is really nice:

Other than that, I haven't seen any Canadian trains for RailWorks. Would love to see more, being a Canadian myself.
I have the Fort Kent route, and the Canadian locos are among my favorites to drive.

Working on a couple of CN cars right now! not that that helps your quest for CP stuff at all. Michael Stevens has some CP cars in the library.

I'd seen CN dlc which is great but not any CP which is a shame.

It's a shame if CP are being difficult about licensing because for MSTS they were one of the most supportive companies (they used to have an MSTS section on their company website).

It's also a shame because the CP route through the rockies would make a great route (most interesting than the CN route) if RS were to ever release a Canadian route.

i made kicking horse pass, roger pass, and shuswap sub in one route. yes it big route but it just track and signals and mountains. as for AI trains go it dosen't work. because ai track get block by player 1 even though there tons of sidings. that why for now RS is making routes with double track it easy on ai. i hope soon there be signal track route support.

The new Bay of Quinte Scenario pack from Trains and Drivers has some CP stuff in it (courtesy of GreatNorthern).
