Progress Rail (CAT) Tier IV SD70

I have been hearing this loco in in the making. I have been wanting this Loco ever since Progress Rail has had in in development. Is there a developer that is making this Loco? If there is does anyone know when it's going to be ready? I want to buy this loco sooo bad! Another question is did they switch the main horn from a K5LLA to a K5LA 3rd gen because the few videos I have watched the Tier IV SD70 has a gen 3 K5LA. Both CSX and UP. I also like the K13B on the rear of the Locomotive. Anyway if anyone has any info on it I would appreciate it! PS I did search the forums for other topics on this and I didn't find any so if I missed any other topics on the TIER IV SD70 please post link! Thanks All!!
