After a year of slow steam downloads of speeds under 1MB/s my speeds have finally got faster after I got into contact with Steam who said they didn't know why that I had slow download speeds and couldn't fix the problem. I just downloaded a new route from Steam today with a speed of about 8MB/s. Go figure.

As my brother "Mr. conspiracy theory" would say, They upped your connection so they can gather data on you more efficiently now that you alerted them that you are a rebellious type.
